In February 2025, the Plan of Organization Review Committee was asked to attempt an overhaul of the current Plan of Organization, with the goal of making the document shorter, more user-friendly and easily understood, and more effectively organized. Over the last year, the Committee has researched other state party plans, received written feedback from stakeholders throughout the NCDP and local party organizations, and engaged in many hours of discussion and drafting. The Committee settled on a two-part process, with the goal of completing the process at the June 2026 SEC meeting.
Phase 1: Plain Language Revisions
The first part of the process involves taking the current Plan of Organization, and without changing the substance of the Plan at all, breaking it into a Charter and By-Laws and simplifying the language and organization. As of February 2026, this Phase is largely complete, and the working draft documents are available for review below. While these documents look very different from the current Plan, if they were adopted tomorrow, nothing about the Party’s structure or operations would change at all. However, while maintaining all of the current elements of the Plan, the combined Charter and By-Laws are 40% shorter by word count, and reflect a readability level of 11th-12th grade (the Current Plan is graded at graduate degree reading level).
Phase 2: Party Process Amendments
The second part of the process is to make substantive changes to the Charter and By-Laws to address ongoing concerns and opportunities for improvement within the Party’s structure and operations. The Committee is soliciting feedback from all stakeholders over the next three months, in multiple ways. Below, you will find links to the working drafts – anyone can add comment bubbles to these documents to suggest ideas, propose changes, or offer support or revisions to other proposals. Instructions are included in the documents. You will also find a link to an Amendment Proposal Form, which you can use to send proposed amendments directly to the Committee. The Committee will also be hosting listening/discussion sessions after County Conventions are complete. After receiving feedback, the Committee will review and combine various ideas and proposals into a comprehensive amendment package to be presented to the SEC in June.
