2009-2011 State Party Officers
Chair: David Young
David Young's goal for the North Carolina Democratic Party is to continue the momentum of our 2006 and 2008 victories by bringing our elected officials, party leaders, and activists together to forge a partnership that is energized and engaged for electoral success.
From 1992-2008, Young served on the Buncombe County Board of County Commissioners, where he quickly became a leader on the issue of finance and economic development. During his tenure, the County strengthened its financial position and raised its bond rating. As a result, the County was able to to increase teacher pay and invest in school construction, improving the system’s education facilities from one of the ten worst in the nation to a system that is now one of the best funded in North Carolina.
A graduate of the University of North Carolina-Chapel Hill, Young served as President of the NC Association of County Commissioners from 2007-2008. He currently serves as a member of the University of North Carolina Board of Governors.
First Vice Chair: Stella Adams
Stella Adams has shown a life-long commitment to the Party and to the core democratic values of equal opportunity, equal representation and equal rights for all Americans. She has served at every level of the Party and founded the African American Caucus of the NC Democratic Party in 2003. She is an advocate for developing policies that better people's lives, ensure every citizen is treated with respect and dignity, promote job growth and protect the environment. Most importantly, she works to elect candidates who will enact these policies.
Second Vice Chair: Delmas Parker
Second Vice Chair Delmas Parker has served at every level in the Party, from the precinct level to the leadership of the State Party. Delmas has served as Ashe County Chair, as Vice Chair of the 5th and 10th Congressional Districts, as Chair of the 5th Congressional District, as a candidate for Congress in the 5th Congressional District, as a member of the State Executive Committee, as a member of the State Platform and Resolutions Committee, and as a member of the North Carolina Democratic Party Executive Council.
Third Vice Chair: Tony McEwen
A graduate of UNC-Wilmington,Tony McEwen has worked on behalf of the Democratic Party across North Carolina and the Democratic political spectrum. He has served as President of the College Democrats of UNC-Wilmington, President of the Young Democrats of North Carolina, and most recently, in Western NC as the youngest-ever-elected 10th Congressional District Chairman. Professionally, Tony has worked in a political capacity for the Democratic Leadership Council, the United Auto Workers, AFL-CIO, in the office of Congressman Mel Watt and currently serves as Economic Development Director for Congressman Mike McIntyre. Tony sees his role as an advocate for youth involvement and advancement in the party and to support our grassroots activists in all corners of the state.
Secretary: Kathy Knight
Kathy has served the Halifax County Democratic Party as an officer since 2003; from 2006 until her election at the January 2009 SEC, she served as County Chair. As Secretary, Kathy ensures that communication with Democrats in communities across our state is effective and reciprocal. Kathy holds a BSW from the ECU School of Social Work. Her education and training have prepared her to look at the big picture and to view the effect of policies on institutions, systems, and individuals. Kathy's experience includes over twenty years working in Halifax County and advocating at the State level for welfare reform, health, domestic violence, education, mental health and HIV.
Treasurer: Muriel Offerman
Treasurer Muriel Offerman served as the Secretary of Revenue for the State of North Carolina. She currently serves as Deputy Chair for Programs, Employment Security Commission of North Carolina. Muriel is President of the Women's Forum of North Carolina and has served as a member of the Democratic National Committee. She is married to Max Offerman and lives in Cary.
