Is McCrory flying to fundraisers on taxpayer dime?

Recent reports show hundreds of unnecessary flights; administration moves to hide state travel

RALEIGH, N.C. – Today the North Carolina Democratic Party requested records from the Governor’s office pertaining to taxpayer funded flights for trips that may have included political fundraisers for the McCrory campaign. While the McCrory administration has failed to release itemized reimbursements for political travel, at least four McCrory campaign fundraisers appear to have coincided with state flights in 2015.

Recent reports show that Governor McCrory has billed taxpayers for at least $60,000 in unnecessary flights.

A closer look shows that on multiple occasions, Governor McCrory used state aircraft for trips that included campaign fundraisers in 2015. However, last year the McCrory administration used security protections to make state flights less transparent. In the time since, the administration has failed to report any reimbursements, including for the first quarter of 2016.

“North Carolina taxpayers shouldn’t have to foot the bill for Pat McCrory jetting around to re-election fundraisers. We know from recent reports that Governor McCrory has billed taxpayers for over a hundred unnecessary flights. This is about basic transparency: the governor needs to release these records and show North Carolina families if they are funding his campaign travel,” said NCDP Chair Patsy Keever.

Background:

On 9/18/16, the 2015 Appropriations Act adjusted General Statute 132. -1.7 Sensitive Public Security Information, allowing the McCrory Administration to not publicly report state flights. In the first quarter of 2016, the McCrory Campaign reported no reimbursements to the state for travel.

o   3pm- Crossed out events on WLOS obtained schedule for the rest of the evening

o   Note- no indication of traveling back to Charlotte or Raleigh. Attended an event in Greensboro the following morning at 8am.

 April 30th, 2015 McCrory Fundraiser

o   Source: William Graham gave $275 in-kind for “event costs”. Was also mentioned in local paper link

Any correspondence or records, electronic or otherwise, including but not limited to: e-mails, text messages, social media messages, memos, bills, or receipts of Governor Pat McCrory or any member of the office of Governor Pat McCrory, the Department of Transportation, or Department of Commerce regarding state-funded travel on May 6, 2015, and any records of travel reimbursement by the McCrory for Governor Campaign pertaining to that date.
  3. Any correspondence or records, electronic or otherwise, including but not limited to: e-mails, text messages, social media messages, memos, bills, or receipts of Governor Pat McCrory or any member of the office of Governor Pat McCrory, the Department of Transportation, or Department of Commerce regarding state-funded travel on April 30, 2015, and any records of travel reimbursement by the McCrory for Governor Campaign pertaining to that date.
  4. Any correspondence or records, electronic or otherwise, including but not limited to: e-mails, text messages, social media messages, memos, bills, or receipts of Governor Pat McCrory or any member of the office of Governor Pat McCrory, the Department of Transportation, or Department of Commerce regarding state-funded travel on April 17, 2015, and any records of travel reimbursement by the McCrory for Governor Campaign pertaining to that date.
  5. All correspondence or records, electronic or otherwise, related to state-funded travel for Governor Pat McCrory since February 1, 2013 until the present.
  6. An itemized list of reimbursements by the McCrory for Governor Campaign for state-funded flights for Governor Pat McCrory since February 1, 2013.
  7. An itemized list of reimbursements, as well as correspondence, electronic or otherwise, by the McCrory for Governor Campaign  to the state  for travel since the passage of H97 (2015 Appropriations Act) section 16 A.5, adjusting General Statutes 132 -1.7 (Sensitive Public Security Information) on September 18, 2015.

If you take the position that the above-described public records are not public property under the Public Records Law and open to inspection, please explain the basis for your position and identify any statute, rule of law, or other authority upon which you rely.

If some records will not be immediately available, please provide a response to portions of this request as they become available.

If the records contain exempt information, please redact that information and release the non-exempt portions with the legal reason for exemption.
